still occasionally being procured as mui tsai and for far worse purposes despite our legislative and other measures. On the other hand such processes are attended by too much risk to be frequent: nor is the word 'slave' strictly applicable either to a mui tsai or a concubine. also know, we have just taken a step which will help, we hope, to reduce the most immoral form of traffic in human beings which exists here. It is, perhaps, unnecessary for me to acd that the article in the "Sunday Herald" has

aroused great indignation locally.
